Since 1 January 2022, input tax credit (ITC) on most inward supplies can be claimed only if the supplier has reported the invoice and it is communicated to you in GSTR-2B. Section 16(2)(aa) of the CGST Act and Rule 36(4) of the CGST Rules were amended to that effect. So the monthly match between GSTR-2B and your purchase register is no longer a nice-to-have: it decides how much ITC you can put into GSTR-3B.
1. What GSTR-2B is
GSTR-2B is a static, auto-drafted ITC statement generated for each month from what your suppliers file in GSTR-1, IFF and related returns, and from import data. It is available on the GST portal around the 14th of the following month. Unlike the older GSTR-2A, it does not change after it is generated, which is what makes it a reliable base for reconciliation. Since October 2024, the portal's Invoice Management System (IMS) lets you accept, reject or keep pending supplier invoices, and GSTR-2B reflects those actions.
2. Get the two files ready
- GSTR-2B: Returns dashboard → select the period → GSTR-2B → Download Excel. The B2B sheet holds supplier invoices; credit and debit notes, amendments, ISD and imports are on separate sheets.
- Books: a purchase register or GST input ledger export from Tally, SAP or your ERP with supplier GSTIN, invoice number, invoice date, taxable value and IGST, CGST, SGST and cess. Include only GST-eligible purchases booked for the period, plus earlier invoices you have not yet claimed.
3. Match in layers
- Normalise: upper-case GSTINs, strip spaces and punctuation from invoice numbers, remove leading zeros, and convert dates to one format. "INV/0045" in GSTR-2B and "inv-45" in your books are the same invoice.
- Exact match: supplier GSTIN plus invoice number.
- Compare values: for every pair, check taxable value and each tax head within a tolerance (₹1 is typical for rounding).
- Probable matches: same GSTIN and amounts but a slightly different invoice number. Confirm these by hand.
- The rest is in one file but not the other.
The free GSTR-2B reconciliation tool does all five layers in your browser and produces an Excel report with separate sheets for each outcome. Your data never leaves your computer.
4. How to treat each outcome
| Outcome | Usual cause | Action |
|---|---|---|
| Matched | – | Claim, subject to the other conditions of Section 16 and blocked credits under Section 17(5). |
| Value or tax-head difference | Wrong taxable value, rate, or IGST vs CGST/SGST (place of supply) | Claim the lower of books and GSTR-2B; ask the supplier to amend if their figure is wrong. |
| In books, not in GSTR-2B | Supplier has not filed GSTR-1, filed late, used the wrong GSTIN, or reported it as B2C | Do not claim yet. Follow up with the supplier and track the invoice until it appears. |
| In GSTR-2B, not in books | Invoice not received or not yet booked, booked under the wrong vendor, or not your purchase | Trace the invoice. Book it if genuine; reject it in IMS if it is not yours. |
| Duplicate | Invoice keyed twice in the books or reported twice by the supplier | Reverse the duplicate before claiming. |
5. Keep a carry-forward register
Unmatched invoices from earlier months often appear later, once the supplier files. Maintain a running list with the month booked, the follow-up history and the month finally claimed. Remember the outer time limit in Section 16(4): ITC for a financial year must be claimed by 30 November of the following year or the date of filing the annual return, whichever is earlier.
6. Other conditions still apply
A match in GSTR-2B is necessary, not sufficient. You also need a valid tax invoice, receipt of the goods or services, the supplier actually paying the tax, payment to the supplier within 180 days of the invoice date, and a credit that is not blocked under Section 17(5). The companion article on defending ITC claims covers the evidence for each condition.
7. Pre-filing checklist
- GSTR-2B downloaded for the right period and GSTIN.
- Purchase register reconciled to the GST input ledgers in the trial balance.
- Differences reviewed and the claim restricted to the lower of books and GSTR-2B.
- Blocked credits, reversals under Rule 37 / 37A and ineligible items excluded.
- IMS actions completed before GSTR-2B is regenerated, where applicable.
- Reconciliation saved with the GSTR-3B working as audit evidence.
